LTIN.

Sovereign trust infrastructure from Liechtenstein. The ZIL L2 runs on it.

01 — Who LTIN is

A state-backed trust network, not an anonymous operator.

LTIN, the Liechtenstein Trust Integrity Network, is based in Vaduz and launched in October 2025. It is a public-private partnership: Telecom Liechtenstein, the state-owned national operator, holds the majority, and the rest is held by ecosystem partners. Zilliqa is one of its major shareholders.

  • Majority-owned by state-owned Telecom Liechtenstein (51%), 49% held by ecosystem partners.
  • Regulated setting: operates under Liechtenstein's Blockchain Act (TVTG, in force since 2020), aligned with the EU's MiCAR.
  • Sustainable and sovereign: 100% renewable energy, with data kept in Europe.
02 — The ZIL L2 on LTIN

Settled on Ethereum. Operated by LTIN.

The ZIL L2 runs on top of LTIN infrastructure. Ethereum provides settlement and finality. LTIN provides what institutions also need: a known, accountable operator, backed by a state-owned company, rather than an anonymous one.

  • Sequencer: operated by LTIN. It orders and batches transactions, as on any Ethereum L2.
  • Identity: LTIN issues vLEIs to participating institutions. It is in the process of becoming a qualified vLEI issuer (QVI) accredited by GLEIF.
  • Infrastructure: nodes and validators operated by LTIN.
  • Settlement: transaction batches are posted to Ethereum.

03 — Why Liechtenstein

One of the first countries with a law built for tokens.

Liechtenstein's Blockchain Act has given tokens and the services around them a clear legal basis since 2020. As a member of the European Economic Area, Liechtenstein also connects to the EU market. For institutions, that means a known legal framework and a known operator behind the network they use.

04 — The partnership

Building trust infrastructure together since 2025.

  • October 2025: LTIN launches in Vaduz. Zilliqa is one of its launch partners.
  • July 2026: the partnership deepens. Zilliqa becomes a major shareholder of LTIN, alongside Telecom Liechtenstein as majority shareholder.
  • Next: the ZIL L2, an Ethereum Layer 2 for permissioned markets, running on LTIN infrastructure.
