The Ledger incident status page, address checker and post-mortem are at https://www.zilliqa.com/ledger-incident/. <!-- page: ZIL L2 --> ## Zilliqa Institutional Layer ZIL becomes a Layer 2 on Ethereum, built for regulated institutions. ### What we are building Pioneering permissioned markets with leading global partners. Compliant access across systems, for institutions first and later for individuals and agents. ### 01 — From L1 to L2 **Zilliqa is becoming an Ethereum Layer 2.** For nine years Zilliqa has built and run its own Layer 1. The next chapter builds on Ethereum: its security, its liquidity and its institutional reach. We focus on the one thing institutions still miss on-chain: knowing who they are dealing with. - **Settlement** secured by Ethereum. - **Identity and compliance** built into the network itself. - **One token:** ZIL. [Why we are making this move →](https://www.zilliqa.com/why.html) ### 02 — Identity first **Every participant is verified before the first trade.** The vLEI is the verifiable version of the Legal Entity Identifier, the global standard overseen by GLEIF. It proves cryptographically which legal entity is acting, and which person is authorised to act for it. Together with **LTIN** (Liechtenstein Trust Integrity Network), which is becoming a qualified vLEI issuer (QVI), we issue vLEIs directly on the ZIL Layer 2. ### 03 — A permissioned market **A permissioned market for institutional participants. Compliantly.** A compliant, hybrid DeFi space: for institutional participants first, and open to other participants at a later stage. On ZIL, access is permissioned by identity, not by a private network. Only wallets whitelisted through a verified vLEI can transact. Everything else works like any Ethereum L2: public, auditable and settled on Ethereum. - **Liquidity and trading** through permissioned exchanges. - **Settlement** on Ethereum. ### 04 — Why now **Execution is solved. Identity is not.** - **Around 2 million legal entities** hold an active LEI today. Banks, funds and asset managers already need one to trade. - **Regulation is arriving:** MiCAR and the next EU rules expect to know who is behind every transaction. - **Tokenised assets need a home** where only verified institutions can hold and trade them. ### 05 — How it works **One network. Verified participants. Settled on Ethereum.** *Diagram: institutions, and AI agents acting for them within vLEI mandates, receive a vLEI from LTIN and submit transactions to the ZIL Layer 2. Only wallets whitelisted through a verified vLEI can transact; LTIN operates the sequencer. Batches are settled on Ethereum.* Operated by LTIN, the Liechtenstein Trust Integrity Network, backed by the state of Liechtenstein ### 06 — What we bring - Nine years of building and running a public blockchain, from sharding to Zilliqa 2.0. - Identity-based access: wallets whitelisted through vLEIs. - A partnership with LTIN on verifiable identity in Liechtenstein, a jurisdiction with a dedicated blockchain law. - A global community, and one token: ZIL. ### 07 — LEI, vLEI and AI agents **AI agents will move money. Someone has to answer for them.** #### The LEI A global 20-character ID for legal entities (ISO 17442), introduced after the 2008 crisis and overseen by GLEIF. Regulators require it; about 2 million entities hold one. #### The vLEI Its verifiable, digital form. Software can check it in under a second, and it proves who may act for the entity, a person or an agent, within limits that can be revoked. #### Agentic finance Before accepting an agent's transaction, a counterparty must know who stands behind it, what it may do and who is accountable. A wallet address can't say. A vLEI can. #### Why the vLEI will be the standard - **Built on regulation.** The LEI is already required; the vLEI makes it machine-readable. - **Open and neutral.** Governed by GLEIF, owned by no company, tied to no chain. - **Explicit delegation.** Authority from board to agent can be verified and revoked. - **A full audit trail.** Every action traces back to an entity and its mandate. Zilliqa and LTIN will be featured in its upcoming second edition. ### 08 — Get involved **We are looking for the first institutions on ZIL.** Banks, asset managers, funds and issuers who want to trade tokenised assets with verified counterparties: let's talk. [Join us on Telegram](https://t.me/zilliqachat)[Follow the build](https://www.zilliqa.com/changelog.html) Source: https://www.zilliqa.com/ --- <!-- page: Why --> ## An independent L1 no longer works We want to be straight with you. The facts are on-chain, for everyone to see. ### 01 — The honest facts **Running everything on our own has stopped working.** - **Market conditions:** the market has changed fundamentally. Funding and liquidity for standalone Layer 1s have dried up. - **Adoption:** usage and ecosystem growth never reached the level a standalone Layer 1 needs to sustain itself. - **Recent hacks:** they showed how much it takes to secure and run an independent chain alone. That cost no longer adds up. The beauty of a public ledger is that none of this is hidden. The data is visible to all of us. ### 02 — The world changed **Hundreds of blockchain projects are shutting down this year.** The internet was built in peacetime. That time is over. AI-driven attacks are hitting everyone, and no one is safe by default anymore. Security now comes from scale, and a small chain standing alone does not have it. ### 03 — What we built **What we built still stands.** - Nine years of building Zilliqa, with uninterrupted operation since mainnet launched in January 2019. - Zilliqa 2.0: a complete rebuild with proof of stake. - Keeping the chain running under pressure, and delivering the hard fork on 30 October 2026. - A global community that has stayed with us. ### 04 — Not the end **This isn't the end of what we built. It's the end of one form of it.** We stop fighting alone. We take what works, our technology, our partnerships and our community, and build on Ethereum. **We are not done yet.** ### 05 — What comes next **Zilliqa Institutional Layer: an Ethereum Layer 2 for regulated institutions.** Verified identity through vLEIs, a permissioned market where institutions trade with each other compliantly, and one token: ZIL. [See what comes next](https://www.zilliqa.com/)[Get involved](https://t.me/zilliqachat) Source: https://www.zilliqa.com/why.html --- <!-- page: ZIL token --> ## ZIL One token. Not dying. Here to stay. ### ZIL vs Bitcoin 21,000,000,000 ZIL 21,000,000 BTC 21 billion ZIL. Bitcoin only has 21 million. Maximum supply. About 20.6 billion ZIL are on-chain today. ### 01 — Here to stay **ZIL is not dying. ZIL is here to stay.** We are Zilliqa. Zilliqa dies hard. You can beat us down, and we have been beating ourselves. But we are not giving up. We are ready to fight. We are ready to build. We are not done yet. ### 02 — The token **ZIL is the native token of the Zilliqa network.** ZIL pays for transactions and secures the network through staking. It has been live since the Zilliqa mainnet launched in January 2019, and it remains the native token as Zilliqa becomes an Ethereum Layer 2. - Ticker: ZIL - Maximum supply: 21 billion ZIL - Current supply: About 20.6 billion ZIL (on-chain, November 2026) ### 03 — Network details **Zilliqa 2.0 is EVM-compatible.** Add the network to any EVM wallet with these settings: - Network name: Zilliqa - Chain ID: 32769 - RPC: https://api.zilliqa.com - Currency: ZIL - Explorer: [zilliqa.blockscout.com](https://zilliqa.blockscout.com) ### 04 — ZIL on the Layer 2 **The network changes. The token stays.** Zilliqa is moving from an independent Layer 1 to the Zilliqa Institutional Layer, an Ethereum Layer 2 for regulated institutions. ZIL stays the network's only token. - **The move to Layer 2 needs no action from you today.** - **Before anything changes,** we will publish the technical details, including exactly what it means for holders, exchanges and stakers. - **Follow the build** in the [changelog](https://www.zilliqa.com/changelog.html). [How the Institutional Layer works →](https://www.zilliqa.com/) ### 05 — Stay safe **Zilliqa will never ask for your seed phrase.** - Never share your seed phrase or private key with anyone, including support. - Any claim, swap or migration is announced on zilliqa.com first. If it is not here, it is not real. - Trust only official channels: zilliqa.com, [X](https://x.com/zilliqa), [Discord](https://discord.gg/zilliqa) and [Telegram](https://t.me/zilliqachat). Source: https://www.zilliqa.com/zil.html --- <!-- page: LTIN --> ## LTIN Sovereign trust infrastructure from Liechtenstein. The ZIL L2 runs on it. ### 01 — Who LTIN is **A state-backed trust network, not an anonymous operator.** LTIN, the Liechtenstein Trust Integrity Network, is based in Vaduz and launched in October 2025. It is a public-private partnership: Telecom Liechtenstein, the state-owned national operator, holds the majority, and the rest is held by ecosystem partners. Zilliqa is one of its major shareholders. - **Majority-owned** by state-owned Telecom Liechtenstein (51%), 49% held by ecosystem partners. - **Regulated setting:** operates under Liechtenstein's Blockchain Act (TVTG, in force since 2020), aligned with the EU's MiCAR. - **Sustainable and sovereign:** 100% renewable energy, with data kept in Europe. ### 02 — The ZIL L2 on LTIN **Settled on Ethereum. Operated by LTIN.** The ZIL L2 runs on top of LTIN infrastructure. Ethereum provides settlement and finality. LTIN provides what institutions also need: a known, accountable operator, backed by a state-owned company, rather than an anonymous one. - **Sequencer:** operated by LTIN. It orders and batches transactions, as on any Ethereum L2. - **Identity:** LTIN issues vLEIs to participating institutions. It is in the process of becoming a qualified vLEI issuer (QVI) accredited by GLEIF. - **Infrastructure:** nodes and validators operated by LTIN. - **Settlement:** transaction batches are posted to Ethereum. [How the ZIL L2 works →](https://www.zilliqa.com/#how) ### 03 — Why Liechtenstein **One of the first countries with a law built for tokens.** Liechtenstein's Blockchain Act has given tokens and the services around them a clear legal basis since 2020. As a member of the European Economic Area, Liechtenstein also connects to the EU market. For institutions, that means a known legal framework and a known operator behind the network they use. ### 04 — The partnership **Building trust infrastructure together since 2025.** - **October 2025:** LTIN launches in Vaduz. Zilliqa is one of its launch partners. - **July 2026:** the partnership deepens. Zilliqa becomes a major shareholder of LTIN, alongside Telecom Liechtenstein as majority shareholder. - **Next:** the ZIL L2, an Ethereum Layer 2 for permissioned markets, running on LTIN infrastructure. Newest first. We update this page as things change. ### ZRC-2 token exploit · 22–23 Oct 2026 Status: Under investigation **Some ZRC-2 tokens were exploited and sold into DEX pools.** An attacker used a flaw in the ERC-20 interface of some legacy ZRC-2 tokens to create tokens without backing and sold them into liquidity pools on PlunderSwap for ZIL. The native ZIL token and the Zilliqa protocol were not affected. We are working with the affected token issuers on a fix and with the exchanges where the funds ended up. ### X-Bridge incident · Oct 2026 Status: Bridge paused **The X-Bridge was drained using a compromised key.** In early October 2026, a compromised key was used to sign unauthorised releases from the X-Bridge between Zilliqa and Ethereum. The bridge is paused and its interface is suspended. The compromised key no longer has any role on Zilliqa, and the incident has been reported to the authorities. Please do not use the X-Bridge until further notice. ### Ledger app incident · Jul 2026 Status: Legacy transactions paused **Legacy signatures from the Zilliqa Ledger app could expose private keys.** A flaw in the Zilliqa Ledger app affected accounts that signed legacy, non-EVM transactions with it. Legacy transactions are paused. Being paused does not mean you are affected: check where you stand on the status page. - [Status page and address checker](https://www.zilliqa.com/ledger-incident/) - [Post-mortem](https://www.zilliqa.com/ledger-incident/post-mortem/) - [Exchange migration FAQ](https://www.zilliqa.com/ledger-incident/exchanges-faq/) ### Report a vulnerability Found a security issue?
